Recently installed Norton Antivirus 2008, can't open the governement websites for Info.?

Hi....I am having a trouble opening government websites to make an online appointment and information. I never had problem before with Norton antivirus 2007. Now, it shows problem with website security certificate. How can I fix it. Thank you.
