Most antivirus programs have a ''live scan'' feature. That means as soon as you turn on your computer, the AV program looks at everything coming into your computer (new downloads like programs, tunes, videos, new emails, email attachments, etc.) Norton/Symantec is one of the largest AV companies and here's what they say:

An AV program checks files against an existing data base of known viruses as well as making an ''educated guess'' if a file MIGHT contain a virus based upon heuristic scanning. This feature may flag a file as likely to contain a virus, even though it does not match any known virus.

A quarantine takes the infected (or suspected) file and moves it to a secure location. If the file is part of a larger program, the program won't be able to access the file while it's in quarantine and you may not be able to delete it right away if it's a critical program file. As long as the file is in quarantine the program may not run properly. When a file is in quarantine you can usually send a copy of it to your AV manufacturer so they can decide if it is a virus. If it is, they can update their antivirus data base and send you removal instructions.

Each AV manufacturer has a slightly different way of handling suspected files. Without knowing which AV program you're using I'd suggest you contact your AV manufacturer's tech support site which is usually located on the home page of their website. They'll be able to give you more information about deleting, sending, restoring the suspect file.
